Terms of Reference

Mission and objectives:
UNHCR works to ensure that everybody has the right to seek asylum and find safe refuge, having fled violence, persecution, war or disaster at home.  Since 1950, UNHCR has provided support in the face of multiple crises globally, and provided vital assistance to refugees, asylum-seekers, internally displaced and stateless people, many of whom have nobody left to turn to.  UNHCR helps save lives and build better futures for millions forced from their homes. 

Assignment context:
The position is part of the Data, Identity Management and Analysis (DIMA) unit and is directed supervised by the Information Management Associate. The unit supports the entire operation with registration, information and data management projects. The unit is responsible for the entire data cycle and supervises the implementation of the data governance strategy.

The incumbent will work closely with different actors ranging from senior management, technical staff both a national and regional level, UN agencies, government actors and NGO focal persons.

The position demands proactivity, high analytical and technical skills, as well as political and stakeholder’s awareness, coupled with strong time-management and organizational abilities in order to meet multiple and competing deadlines considering the centralization of all DIMA activities at Brasilia level.

Task description:
Under the direct supervision of the Information Management Associate, The UN Volunteer will undertake the followings duties and responsibilities:

• Processing of data related to surveys and secondary data ensuring the processing of any data necessary to achieve the priorities of the operation and ensuring timely and accurate data availability for analytical and operational use.
• Undertake data analysis activities, including on persons of concern derived from UNHCR’s data systems such as, registration and identity management, results-based management, back office or other sectoral data systems.
• Design, develop, and maintain Extract, Transform, Load (ETL) processes and data pipelines that integrate multiple data sources into centralized systems
• Promote technical solutions to improve data processes and provide the necessary quality assurance and technical support for statistical and data analysis
• Support the monitoring of survey planning and control
• Support the development or revision of methodological approaches and standards for statistical surveys conducted by UNHCR or partner organizations in support of monitoring, assessment, targeting, evaluation, operational plans and results reporting.
• Enhance the processing of population data statistics by compiling, consolidating, validating and disseminating official statistics on populations of concern to UNHCR

Required education: Bachelor degree or equivalent

Area(as) of specialization (education): Data Science, Information Technology, Statistics, Data Management, Demography

Required experience: 7 years of relevant work experience

Required skills and experience:
• Essential:
- Strong experience with ETL tools - design and build pipelines.
- Proficient in data manipulation languages - Clean, transform, and enrich data.
- Experience with APIs and web services.
- Knowledge of data modelling and database management.
- Knowledge of data warehousing concepts - ensure data quality, validation and consistency.
- Experience with analysts and business users to understand data needs - support data visualization and reporting teams.
- Experience with national and/or international statistical systems.
- Ability to translate planning-specifications into technical briefs for data collection and analysis, and vice versa.
- Understanding of different data collection methodologies.
- Familiarity with planning, programming, strategic planning, project development, budgeting and resource mobilization.
- Experience working with partners, including host and donor Governments, humanitarian and development partners.

• Desirable:
- Knowledge of Planning and Preparing Registration and Identity Management Systems (PRIMES) tools
- Experience with data analysis in developmental or humanitarian contexts.
- Understanding of the principles and concepts of international protection and UNHCR.
- Experience in data collection and analysis in field situations preferably in the context of UNHCR.
- Understanding of civil registration and other national population registration systems.

Languages: Fluency in English and Portuguese are required.
Fluency in Spanish is desirable.

Living conditions and other remarks:
The assignment will be in Brasília, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
