ORGANIZATIONAL CONTEXT
The incumbent participates as a member of a multidisciplinary team providing technical cooperation to the country. The incumbent will provide support to the technical cooperation on universal health coverage of the Sistema Único de Saúde (SUS) Management, Health Economics and Social Participation at all levels within the country, through development of people-centered integrated services to health care networks, based on primary health care strategies. The incumbent, alongside the Advisor, will assist in the development of the technical cooperation plans and programs relevant to the expansion of access and quality of health care within the country. He/she will contribute to the assessment and evaluation of models of care delivery to extract lessons of innovations and best practices. The incumbent will interact with other technical units to promote health care coherent with social and epidemiological changes in the country; promote the national and international exchange and dissemination of best practices and lessons learned in the national health system that contribute to the achievement of universal health coverage. In performing his/her duties, the incumbent will follow the guidelines of the Organization’s General Program of Work; the Country Cooperation Strategy (CCS), the Strategic Plan and its Biennial Work Plan (BWP) of the Organization; policy orientations; mandates of the Governing Bodies; manuals, strategies and other directives regarding technical cooperation. The incumbent will work in coordination and close collaboration with all relevant staff in the country office and national authorities and other agencies to coordinate activities and resources.
SUMMARY OF RESPONSIBILITIES
Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Advisor, Health Systems and Services (HSS), the incumbent will be responsible, but not necessarily limited, to the following assigned duties:
a) Provide technical support and collaborate in the planning, implementation, and monitoring of health plans, programs, and projects, at federal, state and municipal levels, including reviewing and consolidating work plans and providing technical support as needed;
b) Support national authorities in defining and implementing programs to improve access and quality of healthcare, with a focus on vulnerable populations and intercultural diversity;
c) Provide technical cooperation to the Ministry of Health in the analysis of the principal health problems (linked to universal health coverage and access to health services) and to define effective control strategies linked to social determinants, inequities and risk factors and within the framework of the Sistema Único de Saúde (SUS);
d) Facilitate communication and inter-programmatic work, while strengthening links between the Organization and intersectoral teams, while expanding health services networks;
e) Collaborate with technical and administrative staff in planning, programming, monitoring, and evaluating Biennial Work Plan (BWP) results and project implementation;
f) Provide technical assistance on knowledge management, health economics and financing while mobilizing resources for strategic projects and contributing to the positioning of PAHO’s technical leadership in health to preserve the institutional memory;
g) Prepare technical opinions and monitoring and evaluation reports of the organization's instruments to support CT management (Terms of Cooperation, Letters of Agreement, Contracts, PJ, PF, events and travel) following PAHO’s established procedures, timelines and guidelines, in coordination with counterparts;
h) Contribute to the organization's representation in technical and political scenarios, as indicated by the Advisor, HSS, promoting PAHO's technical leadership in health;
i) Promote horizontal, south-south and/or triangular cooperation for health development and innovation for strategic advancement of the areas of responsibility, through exchange of resources, technology, experience and knowledge; including the promotion and use of WHO Collaborating Centers (WCC) and the identification of potential new WCC in Brazil;
j) Contribute, when requested, to directly supervise staff (technical and administrative) establishing clear work objectives, conducting timely and effective performance appraisals, providing timely coaching and feedback, and supporting staff development opportunities while ensuring a positive teamwork approach;
k) Perform other related duties as assigned.

TECHNICAL EXPERTISE
- Technical expertise in the areas of health systems and services, including technical cooperation in projects in developing countries.
- Knowledge of planning, monitoring, evaluation and control of technical cooperation programs.
- Ability to plan, monitor and evaluate technical cooperation processes.
- Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.
- Knowledge and skills for the development, implementation and analysis of technical cooperation programs and activities, including budget programming and control.
- Ability to integrate technical and administrative inputs into recommendations for the decision-making process;
- Ability to work independently and to manage multiple assignments simultaneously in a complex organizational environment.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
EDUCATION (Qualifications)
Essential: A bachelor’s degree in health economics, health-related sciences, management or social sciences; or a field related to the functions of the post, from a recognized university.
Desirable: Postgraduate studies in topics related to public health, health economics, social sciences, international relations, public administration, health management.
EXPERIENCE
Essential: Five years of national experience in the area of health economics, health systems, including technical cooperation in institutions concerned with public health management or evaluation of health systems and services.
Desirable Experience in international technical cooperation in institutions concerned with health financing and economics, monitoring and evaluation of health systems and services.
LANGUAGES
Very good knowledge of Portuguese with a working knowledge of English or Spanish.
IT SKILLS
Demonstrated ability to effectively use current technology and software, spreadsheets and presentations. Ability to utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Outlook and Teams and electronic sources in research activities. Other IT skills and knowledge of other software programs such as Visio, SharePoint and Project would be an asset.
