Organizational Setting

In April 2025, the Multi-Partner Trust Fund (MPTF) for the Sustainable Development of the Brazilian Legal Amazon approved the project UNJP/BRA/097/UNJ “Environmental Regularization Project through Land Governance and Territorial Planning, as a Pillar for Sustainable Development / Land for Women Project”. The intervention was conceived by the Colonization and Land Institute of Maranhão (ITERMA) and will have the Food and Agriculture Organization of the United Nations (FAO) as the implementation agency.
The "Land for Women" project aims to promote land and environmental regularization in settlement areas and rural communities in Maranhão with a priority focus on women heads of household. Seeking to reduce social inequalities, expand territorial governance and promote sustainable agricultural practices, the intervention will combine land titling actions, training in sustainable practices and entrepreneurship, access to credit and environmental monitoring, with a view to guaranteeing land security, promoting access to public policies and strengthening economic autonomy.
The project is organized into three components/project outcomes, namely:
  • Formalization of women's land in rural and traditional communities.
  • Training in bioeconomy practices, sustainable management and female entrepreneurship.
  • Technical capacity of the governments of Maranhão and Pará for land monitoring and environmental enforcement strengthened.


Reporting Lines

The Monitoring and Evaluation Specialist works under the general supervision of the Assistant to the Representative / Programme of FAO in Brazil and under the technical guidance of the Better Life Technical Area Coordinator of FAO in Brazil and of the MPTF Project Coordinator.


Technical Focus

The project's Monitoring and Evaluation Specialist will support the project coordination on planning and reporting issues. In addition, the professional will be responsible for the design, implementation and maintenance of the M&E system, contributing to generate tools for planning, monitoring and follow-up of the project's results, in accordance with FAO’s and the MPTF’s rules and guidelines. In this way, an effective systematization and reporting of the information produced is ensured based on the baseline, indicators and goals of the logical framework matrix. Moreover, the incumbent will be responsible for providing support to actions at the institutional level with partner entities and public and private key actors, as well as providing technical leadership for the performance of the tasks foreseen in the project's work plan, ensuring the participation of the different actors and the implementation of a gender approach.


Tasks and Responsibilities

  • Review, update, and implement the project's monitoring and evaluation plan.
  • Ensure the timely fulfilment of goals and indicators established in the project document (ProDoc).
  • Follow-up on the punctual execution of the activities foreseen in the annual work plan of the project.
  • Carry out the systematic collection of information (data from the activities executed), registration and monitoring of the project's indicators.
  • Validate, adjust and implement the instruments for collection, storage, updating and communication of the project's impacts and compliance with its goals.
  • Support the preparation and adjustment of work plans, annual budgets, procurement and contracting plans.
  • Provide support for the preparation of project progress and terminal reports for transmission to the donor and government counterpart.
  • Support actions aimed at promoting knowledge management on issues related to the project's approach to land tenure, family farming and bioeconomy, women's economic empowerment and environmental regularization.
  • Facilitate the organization of project coordination and monitoring meetings and, in addition, provide technical and methodological leadership for the realization of meetings and/or workshops for planning and evaluation of the annual operational implementation plans.
  • Guarantee the quality, disaggregation and validity of the data collected.
  • Use statistical and technological tools (Excel, Power BI, KoboToolbox, etc.) to analyse and visualise results.
  • Support the planning and execution of project communication activities.
  • Plan and carry out workshops to present progress and evaluate results, when required.
  • Carry out supervision visits, technical support and other matters derived from the implementation of the project, both to the communities and to government agencies and institutions, academics and social organizations, when required.
  • Formulate recommendations for the continuous improvement of the intervention.
  • Collaborate with any other M&E demands from the MPTF project of from the FAO office in Brazil.

Minimum Requirements

  • University degree in Social Sciences, Agricultural Economics, Agronomy Engineering, Animal Production, Environmental Sciences or related areas.
  • At least 5 years of experience in the design and implementation of planning, monitoring and management systems for learning applied in development and/or agricultural projects.
  • Working knowledge (level C) of Spanish and/or English and working knowledge of Portuguese (level C) and
  • Brazilian nationality.

Technical/Functional Skills

  • Master’s degree and/or other certification in Planning, Monitoring, Evaluation and Knowledge Management in development projects or related areas.
  • Geographical knowledge of the State of Maranhão and previous field experience within the state.
